Pierre COURTIOUX holds a PhD and a HDR in Economics from Université Paris 1-Panthéon Sorbonne. He is currently associate research fellow of the Centre d'Economie de la Sorbonne. He is specialized in higher education economics, Labour market and social policy evaluation. He has worked as an expert for various French institutions (France Stratégie, Conseil d'Analyse Economique, Observatoire National de la Pauvreté et de l'Exclusion Sociale, Conseil d'Orientation des Retraites, French Treasury) and International institutions (CEDEFOP, European Commission, International Labour Organisation).

abstract = {This research connects the literature on crisis management and on firm flexibility to investigate human resource (HR) strategies in response to unexpected crises such as the Covid-19 pandemic. Leveraging data from French workplaces we identify five main types of strategies implemented during the first lockdown, which go beyond the massive use of teleworking or the use of short-time work. The analysis demonstrates that a combination of preexisting HR practices (teleworking agreements, wage levels, risk exposure, and health and safety committees) and public policies (short-time programs, legislation on short-time contracts, and temps) influences which of these five strategies firms adopt.},

Using French company data, we identify six types of ?extended' R&D strategies. We then examine the relationships of these strategies with the effective rate of R&D tax credits, defined as the ratio of total tax reliefs obtained by a firm through R&D tax credit to real R&D spending. This study contributes to a better understanding of the heterogeneity of companies' R&D strategies.},

abstract = {It is recognized that educational homogamy?the tendency for individuals to partner with someone with the same level of education?reinforces socio-economic inequalities within the population. However, published analyses generally exclude some of the oldest individuals to avoid generational bias. As such, the indicators produced are not directly comparable with the usual indicators of living standard inequalities calculated for the general population. This article proposes an original method for controlling for this generational bias in order to quantify the share of inequalities attributable to educational homogamy in the general population. Using logistic models of spousal matching probabilities by educational qualification, changes in education levels across generations are closely examined, as well as their role in the inequalities associated with educational homogamy. The results obtained from French data for the 2003-2013 period reveal that the impact of educational homogamy on inequalities in living standards is statistically significant but very slight. It affects primarily the top of the living standards distribution and can only be demonstrated by controlling for generational effect.},

abstract = {How to explain the success of China or South Korea in the global scientific (academic research) competition over the past two decades? So far, the literature answers by assuming new comparative advantages (in terms of learning or training) for East Asian countries and/or deficient research organization in Western economies. We develop an original micro-macro model based on the aggregation of individual knowledge production functions. Our model predicts the existence of a stable macro power law, relating the world share of countries' scientific production (publications and citations) to their world share of public investment in scientific research. We test and support this prediction, using bibliometric cross-country longitudinal data for OECD and non-OECD countries, over the 1996-2015 period. This analysis shows that East Asian countries' impressive catch-up is due, to the first order, to sustained investment efforts in scientific research - efforts that are greater than those undertaken in traditional scientific countries.},

abstract = {Nous analysons la ségrégation sociale à l'université en France sur la période 2006-2016. Sur la base de l'indice d'exposition normalisé, nous montrons qu'au niveau national, la ségrégation se fixe à des niveaux plus faibles que ceux mis en évidence par d'autres travaux pour l'enseignement secondaire et que, contrairement à ce dernier, les niveaux de ségrégation ne sont pas systématiquement plus élevés dans les académies d'Île-de-France ou dans celles liées à une grande agglomération. Nous montrons également que le niveau de ségrégation à l'université baisse avec le niveau de diplôme au niveau national. Toutefois, cette tendance globale ne semble pas portée par l'ensemble des académies, mais plutôt par un nombre limité de grandes académies. Par ailleurs, nous montrons une très grande variabilité de la ségrégation au cours du cursus par académie, avec des académies peu ségrégées pour certains niveaux d'études et fortement pour d'autres.},
